Why America would not survive a real first strike cyberattack today

Mike Rogers is a former member of Congress who served as chairman of the House Intelligence Committee. He is the David Abshire Chair at the Center for the Study of the Presidency and Congress and is a senior fellow with the Intelligence Project at the Belfer Center for Science and International Affairs at Harvard University. He wrote the following article, “Why America would not survive a real first strike cyberattack today” at  https://thehill.com/opinion/cybersecurity/539826-we-would-not-survive-true-first-strike-cyberattack. I agree with Mike and ask why more is not being done to this existential threat given the Chinese hardware backdoors, SolarWinds impact on control systems, the hacking of water systems, the lack of understanding of control system device limitations including process measurements, the lack of control system cyber forensics at the device level, the lack of Aurora mitigation.
