The instrumentation and control systems at Taishan may not have played a role in whatever is occurring. However, I was part of an arbitration hearing between TVO and Siemens/Framatome Because of various safety issues, the other EPRs including TVO’s OL3 still haven’t gone commercial. I was an expert witness to TVO on the cyber security of the control systems in the initial design for OL3 and also supported Fortum on Loviisa’s attempt to do a full digital upgrade. Neither was unsuccessful. I never understood how China could have moved forward with the initial EPR design when it wasn’t licensable anywhere else.
